CCPA Amendments in 2019 – The Latest Summary from California
We are closely following the California Consumer Privacy Act (CCPA) amendment process in 2019. We post the latest news about the CCPA amendments on the Clarip Privacy Blog and maintain a list here.
The first CCPA amendment, containing technical amendments, was signed into law by the California Governor in September 2018 after the legislature adopted it in August.
Here is the latest on the more than a dozen CCPA bills under consideration in 2019 (update 7-3-2019):
California State Assembly:
AB-25 (employee exclusion) – Passed Assembly 77-0-3 and referred to Senate Judiciary Committee.
AB-846 (loyalty programs) – Passed Assembly 69-4-7 and referred to Senate Judiciary Committee.
AB-873 (de-identified information) – Passed Assembly 73-0-7 and referred to Senate Judiciary Committee.
AB-874 (publicly available information) – Passed Assembly 76-0-4 and referred to Senate Judiciary Committee. Hearing scheduled July 9, 2019.
AB-981 (insurance exemption & IIPPA) – Passed Assembly 77-0-3 and referred to Senate Judiciary Committee as well as Senate Insurance Committee.
AB-1138 (kids social media registration) – Passed Assembly 56-6-18 and referred to Senate Judiciary Committee. Hearing scheduled July 9, 2019.
AB-1146 (vehicle warranty exception) – Passed Assembly 77-0-3 and referred to Senate Judiciary Committee. Hearing scheduled July 9, 2019.
AB 1355 (technical amendments) – Passed Assembly 76-0-4 and referred to Senate Judiciary Committee. Hearing scheduled July 9, 2019.
AB-1564 (toll free number alternative) – Passed Assembly 73-0-7 and referred to Senate Judiciary Committee. Hearing scheduled July 9, 2019.
California State Senate:
SB561 (private right of action) – In May, it was scheduled for consideration in the Senate Appropriations Committee but was held in committee under submission. At the end of April, the Appropriations Committee placed SB561 on the suspense file. It looks like it is dead (for now).
